The Noneducational Community-Based Supports (NECBS) grant program provides funding for approved noneducational supports that help eligible students with disabilities and their families build stability, increase independence, and participate successfully in home and community settings. The program is designed to help families address needs associated with a student's residential placement or risk of residential placement by supporting participation in less restrictive environments.
The program is available to Texas public-school students receiving special education services who are either:
- placed by their ARD committee either in a residential program approved under 29.008; or
- placed by their ARD committee in a day placement program and are at risk of placement in a residential program approved under 29.008.
Parents of eligible students may apply for the grant to access approved community-based supports that meet their students’ and family's unique needs. Once approved, parents will be provided an online account through which they may purchase services from NECBS-approved service providers.
In accordance with TEC §29.013(d), school systems of eligible students are required to:
- notify the parent of the eligible student of the availability of grants; and
- designate a campus or district staff member to assist families of eligible students in accessing grants.
